I am thinking of going with an EBC. Does a twin turbo set up need 2 solenoids to operate each turbo or does one solenoid control both turbos? I always see only one in the for sale adds with the controller.

It doesn't control the turbos, it controls the waste gates. If you're using an e-boost, you can effectively use one controller and T the vacuum lines for the w/g's. Need any other help, just ask.
Supercharger today, APS twins as soon as they are shipped next week. I am trying to prepare as much as I can for having the things I need for the install. The kit comes with 7.5 lb wastegate springs. I plan to stick with 10lbs of boost. I want to go the ebc route instead of the springs for a more accurate setting and hopefully a sharper boost repsonse. I have ordered a BLITZ BOOST CONTROLLER SBC ID 3 for boost management and a set of borla stingers for cat backs.
I have been doing some reading on the internet and found out a bit more of how the EBC works. I just wasnt sure if one solenoid could control 2 wastegates or not. Thanks for the responses.
I have one more question. Should the springs be totally removed from the wastegates after the EBC is installed? Can the wastegates open and close with just the EBC.

No the springs have to stay for the gate(s) to function properly.
