Well I feel really stupid now. Couldn't get my msd bap to work for weeks so on this last deployment i decided to buy a kb bap. Turns out that the problem wasn't a bap at all. After hours of trouble shooting I decide to check the fuses. Oh no it couldn't possibly be the fuses. Yep, the fuel pump fuse was burned out. 
I hope this is my blonde moment for the year.
