Check out the nitrous wiring diagram in my sig. I did mine this way and it works flawlessly ;). Just have patience man. BTW, the screw should be turned all the way counterclock wise I do believe. No adjustment should be necessary. None was needed on mine ;)

99 C5 may use different wire off of TB. Easy way to find out, is to take voltage meter and check TB wire. you should get readings 0-5 volts on TB wire. 0 volts throttle closed,5 volts wide open.

Hmmm man are you having some problems with that TPS huh... well here is the connector end view for the 1999 TAC on the TB.
