Check out the nitrous wiring diagram in my sig. I did mine this way and it works flawlessly ;). Just have patience man. BTW, the screw should be turned all the way counterclock wise I do believe. No adjustment should be necessary. None was needed on mine ;)
The way it is now when I turn the arming switch on (when the ignition is on) the light comes on no matter what throttle position. I went to look at the wireing again and the wire that I hooked up to the power is black with a red stripe and has an inline fuse, the fuse makes me preety sure it is the right wire. Does anyone know if they changed the TPS wire on the TB after 99, I used the dark blue one.

99 C5 may use different wire off of TB. Easy way to find out, is to take voltage meter and check TB wire. you should get readings 0-5 volts on TB wire. 0 volts throttle closed,5 volts wide open.
