Default fuel pressure help

I have a 97 with a single t76. I purchased the car last year. It has a stock in tank pump and a inline walbro 255. It has always had 59 pounds of pressure even under full boost which is 14 pounds. Well yesterday did a quick trip to town. Hopped on the highway and opened it up pressure drop to 43psi. Let off quick and the pressure jumps right back up to59psi. So I play with it a little part throttle holds firm at 59. Only at full boost am I losing pressure. I check to make sure the inline is working by unhooking the inline ground. Same thing happened. And I check the inline next. Also working and holding pressue.could the pressure regulator be bad? And help much appreciated
