I disconnected the line and fuel trickled out when pump on I don't think it's the external pump and it was pinch very well no way it was leaking. What u think about the regulator?
Hmmm...So it pressures up, then goes away when the pump stops? Would have to be the intank bleeding wouldn't it? If the add on was bleeding it would never pressure up to begin with. I'd swap the filter first, maybe the internal regulator there is bypassing.
I dont think the 97-99 filters have the regulator built into them ?
Can you power up the second pump so it runs continuous to see if it will start?
All you should need to do is just jump the wires on the hobb switch.
BTW-are you sure you have lots of fuel in the drivers tank?
your car is a 2001 right? If you have the money just replace the in tank pump with a bigger better racetronix or walbro 255 or whatever works better! since your boosted with big power would be a good investment that's what I did on my stock pump!
can u jump a hot wire to the pump and see if it will run? or jump the A&A pump at the hobs switch like Arun suggested

Wow well im not sure what to do now. I have fuel pressure and it wont start. jumped the external pump it and had full pressure. but no go, doesnt even try to start. I have spark as well. maybe through all this i fouled the plugs? what else could it be?
yea but it was running fine when i turned it off and then it wouldnt start. didn't die while running or anything like that. And the fuel pressure definitely drops now and didnt before.

anything keeping it from getting air in or out? intake or ex.? could just be flooded fouled plugs too
what power level are you at? I bet as stated your plugs are too cold. I use ngk 6 at 700+ hp and they are just fine. THis time of year on e85 I have a bit of a issue with hard start but I suspect its one of my o2 sensors that I know is off getting worse.
ok well fuel pressure regulator was not the problem... external pump is not the problem i removed the fuel rails from the equation as well. so i am left with factory pump which i sort of checked and whatever else is left... any ideas?
Got it finally! There is a check valve in the stock fuel line ( not in the fuel hat as most posts on the corvette forum mention) and apparently it was stuck I couldnt get to it without taking the fuel tank out so i blew air in the line a couple times. After that tested it and pressure held way better than before. Did it again and it got better about how i remember it it still bleeds but i think it is from the external pump not having a check valve. When i get the new rails ill put a check valve on the external pump as well.
