Default Fuel pressure reg question

Just bought a 97 c5 with a vortech SC. It had a magnavolt on it but wires where cut. Also fuel rail was leaking at shrader. Had a shop swap belts and change oil. And put billet fuel rail. And aeromotive 13129 1:1 boost reg. and also put a tre 340lph pump. After looking it over the vacuum line to reg. runs down to the inlet tube. Between air filter and SC. Shouldn't the vacuum line to fuel reg go on the other side of SC? So it sees boost?

I'd be checking the fuel rail install also

I know this line went to the stock reg on fuel rail. Sure that's why they put it there. I was taking all the pepboys and auto zone off the car. And while removing LEDs I noticed where the vacuum line went
