VA cut the HC standards to match up with the West Coasters. From 98 to 48. Hell the old ZR-1 might not blow that clean brand new and the emissions didn't get more sophisticated.

Let me show up to a sniff and pass clean. If that happens, all good. Not rely on monitors coded out and turned off.
