Might try reseating the connector for the motor that is not working. If that doesn't work try reseating the connector for the motor actuator control module. If that doesn't work then you might try and verify if the control module is sending power to open and close the headlamp motor with a multimeter at the connector near the motor when you attempt to raise and lower lights with the light/turn signal control stalk. I don't remember... is the C5 headlight motor a 2 wire design? If so I think the control module alternates polarity for motor travel direction. So, if you are getting alternating polarities when trying open and close the headlights... then there are no opens and the control module is probably working properly. If you are not getting any signal to the connector its a possibility the control module could have gone bad or there is an open. The control module and its associated relays are all solid state and not servicable... I would assume the module to be a pretty penny so lets hope its not that. Also, I do not know if this same module also serves as a control relay for the headlights. Without schematics in front of me... this is about all I could offer for advice.
Its been so long since I worked on headlights... my 85 has the old 3 relay setup and is very servicable... it wasn't till 88 when GM came out with the all in one wonder box...

From the other schematic (headlamps part [actuator shown above]), it would appear you might have two problems. The Stalk would appear to be the most likely culprit since there have been a couple of others with that problem (and there appears to be nothing else in the circuit but the fuses and kill relay). I'm surprised GM does not use a relay (other than the kill relay for those who leave them on by accident). The other problem would appear to be either the control module under the passenger lamp (seperate circuits for each motor), the fuse, or the motor for the non-working one. What are the odds...
