Vacuum line of maybe?
Are they the same ratio as stock?
Is it still the same after you drove the car, the lifters will have to pump up after being relieved of preload.

I just installed yella terra rocker arms and my vacuum on the gauge was 21 before and know it is 19 any ideas?

There is no vacuum leaks (same vacuum lines as before),the rocker arms are 1.7 same as stock.I'm going to take the rocker arms off again today and check the preload again because I go a full turn and it is on the edge of specs,I'm hoping that this is the problem.thanks

Unless you have a strange animal there, those are positive stop rockers.
Means you tighten the nut to a specific torque and your done there is no adjustment.
