If you want to fix it, go into the fusebox in the pass. side floor, and pull fuse #25 and reinsert it. This will reset the BCM and the lock should go back to functioning as normal, and the message at startup will disappear.
I was having the same problem as you... and this cleared it up for me.

I would not take that chance, if I had another car to drive, until the CLB arrives.
Good choice on getting the CLB, and good luck.

He effectively HAS a CLB for the time being (until he resets the BCM)...just the annoyance of having to reset the message at startup.
This happened to my car, and I drove it for about a year in this state. The steering wheel was loose 100% of the time, just like a CLB-equipped car is.
For whatever reason after starting the car, the column physically unocked as normal, but the "unlocked" feedback signal sent back to the BCM didn't happen. This "confuses" the BCM, and thus the "service column lock" message is triggered.
From this point on, the BCM will not activate power to the lock mechanism, either at startup, or shutdown. Thus, the column remains unlocked all the time. It remains like this until the BCM is electrically reset...either by pulling the fuse, or disconnecting the battery.

If you have the CLB ordered I'd leave it till it was installed.
