Not sure "why", but mine is like this, only sewn in at the top as well...no loose loop. Has a warning sticker of some sort in there too, referencing belt replacement and the owners manual.
later that day......It appears the belt is designed to let you know when it needs replaced after a collision. Page 1-40 in my 2K manual. So maybe the loop is part of this "collision system"? As I said, mine is tight...be happy to send you a picture.

It is a safety device, designed to give a little in a hard collision. That way the belt is not so tight that it cuts body parts off. It will give just enough to allow a little slack at the highest point of stress. Hopefully none of us will ever have to test it out. Never remove this loop... it is your friend. Yours is either defective or someone has cut the other part that attaches the top of the loop. You really should have the dealer replace that belt...
