Feedback I got when I did my first mod was to improve the air intake and then move to the exhaust. Consequently, my first mod was to upgrade to a Blackwing. Reasonalbly priced, EZ install and excellent results. There are other solutions, Vararam, K&N - but for the money, you can't beat a Blackwing.
here is the list of MODS I have done in order (note I already had a V1 otherwise that would have been first). I have included the price that I paid so you have an idea.
1. rear letters inserts $20.00
2. CLB $50.00
3. Halltech Stinger $200.00
4. Lowered STock Bolts $0.00
5. McGuard Chrome Lugs $45.00
6. Hood Seal $15.00
7. V1 Hardwire and Rearview mirror bracket $35.00
8. Flush mount tails $20.00
9. Frost King Sound Proofing $30.00
10. CAGS eliminator $20.00
11. Z06 sway bars $240.00
12. GHL Exhaust $845.00
13. Headlights and Fogs Replaced $90.00
14. Painted Calipers $25.00
15. Blink Blink Lights $100.00
16. window valet
17. Headers, high flow cats, x-pipe (to be done in March - by ECS)
Since I did the work there was no charge for labor just my time which helps save a ton of bucks. I am not attempting the headers and stuff I leave that to the guys that know their stuff. Hope this helps....

Either a detector or an intake as has already been said. I'd go with a nice V1 detector before anything else, the vette is already plenty fast enough to get you a couple tickets.

I just bought sways from Fred Beans...he has a fantastic price on them this month...I think the entire set was around $160. I ordered them on Monday, had them in my hands on Thursday... They won't make your car go any faster, but they should help keep her flat in the turns. While I was at it, I also picked up ceramic pads from him so I could eliminate all the black brake dust thats a pain in the rear to remove from my polished wheels, and all 8 pads only cost about $110...a great deal!

Yes, you can just do the sways or shocks. My first mod was a new cat back exhaust, followed by the air intake, some new non-runflat tires and wheels and a lot of interior work. Just depends on what you are really looking to do with the car. The sways and shocks will certainly help the handling department.
