Just got my C5 and all is fine. However, should I do the CLB before
the dealer does the recall or after? I know the DMV will send me a letter
asking me to do that recall.
Thank you.

there are millions of topics on the CLB so try doing a search. Some just put on the CLB and ignore the recall. I did it.

If you take it in soon. And you have to take it in. Then do it after the recall. But I wouldn't take it in if you don't have to. Post some pics and Welcome to the forum.

Have the dealer do the recall first. They will measure the clearance between the locking pin and the lock plate on the steering column to ensuure it has the correct clearance and they will also reflash the computer to ensure that fuel flow is cut off is there is a problem. When you go to sell the car, it is better that all safety campaigns have been performed on the car. After you have the recall done, buy and install the CLB to ensure it can never leave you stranded. When you sell the car remove the CLB, so the car is just like GM designed it.

The guy I bought my Vette from had the recall done a week before I bought it. Doesn't hurt anything. Just make sure you do the CLB install AFTER the dealer gets through with it.

If you can, just avoid the recall completely

I ignored the recall. CLB works fine. I prefer not to let a dealer mess with my car unecessarily.
