Since your other question has been answered I will just address the powdercoat.
I had mine done by Mark Dawson at Vettes-N-More and they turned out great. They have been on the car for just about a year and still look as good as new. There might be a chip here or there but you would have to get within inches just to see them. Certainly not something you can see while they are installed.
I had mine powder coated locally (one man job shop). $50 complete and they look awesome.
The place that I had mine done neglected to sand blast off the OEM finish. I found this out when I was torqueing the nuts and the paint literally peeled off. I took them back, had a few words with the guy. His explanation was sincere, he said that he was hoping to save time and money by not doing it. It ended up costing him double.
They are perfect in every way now and I have never noticed any chips on them.
