Not too bad to get to. I had the cowl piece out to clean the leaves out from around the wiper motor. Take a crayon and mark where the windshield wiper rest on the windshield for a re-install alignment reference. Pop out the nut covers on the windshield wiper arms and remove the nut. Take off windshield wipers. I found it easier to have them up, and then pull up on the base. They can be tough. There are 4 or 5 (?) push plugs across the front of the cowling that need to be removed. One is smaller than the others, and I believe that is either holding the battery enclosure or some other bracket. Anyway, you will know it when it is too small for the other holes. Pull up on the center plunger of the plugs, then pull out the push plug. Don't fret if you pull out the plunger, they go right back in. The cowling then can be pushed toward the engine and lifted out, engine (front) side first, as there are plastic pieces that fit under the windshield to hold the back down. Once you have the cowling out, you can flip it over without taking off the windshield washer hoses, and work on this rubber strip. From what I could tell, it is just taped in place. I applied a thin layer of epoxy along the underside edge of the cowl, then used a clear packing tape (3M All Weather) to secure the weatherstrip back to the cowl. I can't remember how long it took, but it wasn't a big project. As I said, it all started with me being able to see a couple of leaves....which turned in to a "while I have this out" project. FWIW, there were a lot of leaves under the WW motor...be sure to check yours too.
Mine turned gray and looked ugly so I ordered a new one that had the weather strip already on for 85 bucks from gm parts direct. Its very easy to change, its held in with plastic plugs like he said above.
