C-5 head light problem

My C-5 has the folowing problem. When the head lights are off, the left light is up about two-thirds of the way. When the lights are turned off the left light goes to full down position and then both lights come to the full up position with the lights on. When the lights are turned off, they both go to full down position, the the left one returns to the two-thirds up position and remains there. Does anyone have any ideas???
