I'm in the midst of the doing many things on the interior, and one of them is the CLB. The instructions state for the wheel to be locked before you plug in the cigarette adapter, but I cannot get my wheel to lock. (The keys are out, and I can spin the wheel completely from left to right).
1) Am I doing something wrong as to where my wheel won't lock?
2) Does it matter that the wheel isn't locked?
I've got an '04 coupe that has had the CL recall work done.

Hah! I knew I forgot one detail. I actually have a MN6.
Well if you have a 6 speed and the column won't lock you must have bought a used C5 that's got the CLB installed already. Or your column lock is toast and your just lucky it hasn't thrown any codes. Most likely your going to find a CLB already installed. Keep us posted. Interesting situation.

If you have a six speed and can fully turn the wheel, I'd bet the prior owner already installed the CLB. Take off the lower dash panel and check to see if the device is installed.

If you are in the process of installing the CLB and you know the car does not already have a bypass installed, then either the actuator is stuck in the unlocked position, or the lockplate has been removed so the column cannot lock at all (like on the automatics)
The cigarette lighter power adapter is just to power the actuator to the unlocked position before you disconnect the actuator and install the bypass. If the actuator is already in the unlocked position, then you can just install the bypass. The problem is usually that the actuator is stuck in the locked position, and you cannot get it to unlock, not vise versa.
I installed the GM Harness K kit on my 2004 Z06, AND removed the lockplate, so there is no chance mine will ever lock again.

I finally got it. I'm not sure what the deal was. I started the car, shut it off, turned the wheel, and after three repetitions of that, I finally got the wheel to lock. I am the original owner, so it did not exist. But it exists now. As well as a new Hurst Shifter, and the cabling to hook up the iPod. It's been a productive night.
i just ordered mine im going to be scared to do it when it comes that ill screw it up.
There is not much you can mess up. After you disconnect the column lock actuator, the bypass can only plug in one way.
The hardest part is getting the dash panels off without breaking anything. I would recommend that you remove the console and the trim plate around the radio before you remove the panel below the steering column instead of trying to "flex" the radio trim panel out of the way as most instructions say to do it.
While you have the radio trim panel out, you might as well install a Hurst shifter too!
