From what I can tell its an OPTION when you buy the car. But I think you can change the suspension and make it like the z51 Not 100% sure....Im sure someone will answer that.
In addition to the suspension parts I also believe it comes with a power steering cooler. If I was going to upgrade the stock suspension I would do it with all Z06 parts.

The Z51 Performance Handling Package was a Regular Production Option (RPO) from the factory with a MSRP of $395 for the latter C5 model years. The Z51 package consisted of the (RPO) FE3 Sport Suspension and a power steering cooler. Upgrading the C5 suspension to the FE3, Z06 or other suspension is fairly straight forward and with a little more work a power steering cooler could be added too. Off hand, I don't know what you would be looking at price wise, but feel certain it would be more than the difference you would pay for a car with it already installed. Let's not forget the springs. FE3 and FE4 front springs are the same. Rear spring is different. Both are much firmer than FE1. Also, Z06 shocks are valved for softer, non runflat tires while Z51's aren't. - C.
