Thats a C4 with the "dirty diaper" conversion. The driver actually scared the car instead of vice-versa.

That body style started in 82 and was also the Indy 500 Pace Car.
The style ended in 1992 and in 93 Camaro came out with the newer look. That guy had mod fever at one time or another.

That car is awful. But its a 1982-4 Z28, In 85 the bottom of the front spoiler was solid
