Mine are mounted on the outside. It hasn't bothered me up to this point.
Wait till you have new tires put on! The weights on the outside of the rims leave awful marks, like a curb rash! I'm talking with the dealership to replace my rims since this was caused by the factory.

When they removed the weights, the problem you just mentioned was found on one of the rims.
I insisted that they replace or repair the rim.
They have agreed to do so and I am waiting for the rim to arrive at the dealership so that I can get it installed.
Mine are factory mounted on the outside on my '04. Not a problem for me.
Make sure you count the number of weights and where they stick on the inside. I've seen those come loose and fly off just two weeks ago! Friend bought new wheels & tires, requested stickon weights on inside. After driving 110 miles back home we noticed one set had flown off!

From the factory, the weights are on the outside. One of the first things I did when I got my car was have the weights taken off the outside and placed to the inside of the wheel.
I had the weights removed and the wheels rebalanced with the stick on weights, and I had them index the tires while they were at it (the winged boot in Goodyear is above the valve stem), and the center caps are put on so the top of the flags open to the valve stem. Maybe I'm just a little **** about this.
