FRC's came out first in 1999 and the Z06 came out first in 2001 with 385HP at crank and in 2002 Z06 had 405HP at crank.
I believe the FRC in 99 was just a normal LS1 with 350HP...
It depneds what your out to do. I own my car with the mods for about 27 to 28k which is less than a nice 2002 Z06 would cost and I am faster than a stock 2002+ Z06.
Now you could make a Z06 faster than me obviously, but I would then own my car for much less than you paid. Oh and I bought my car with 23k miles on it.
P.S. Actually when I get my gears and diff brace installed I own it for 30k but even still.........
There is a lot more to a Z than just some engine mods. Check out www.z06forum.com. They have a nice breakdown there as to what the differences were. As for issues with 01 Z's, there are 2 that are possible.
1. Oil Consumption: Solution is re-ringing the lower 2 rings on the motor.
2. Clutch Slave Cylinder: After a couple quick high rpm shifts the pedal goes away, solution is replacing with newer slave.
Both of these have technical service bulletins on them. I bought my 01 with 14,000 miles and have almost 30,000 now (1 year in July). I got it with an extended GM warranty, which I would recommend if you can get it(sold by dealers). I have the second issue, oil consumption is fine on mine. Not all had these problems. Good luck!!

No..... it was a HARDTOP! A completely new body style in 99. Returned in 00 with some improvements and then became the basis for the Z06. There's a ton of information and pictures out there about this if you look for it. - C.
is the only difference between the FRC motor and the ZO6 motor the cylinder heads, intake, cam and im assuming the computer? Is it he same lower block (crank, rods, etc) as the ZO6?
