The '99 fobs are supposed to rattle. They have a motion sensor inside them to activate the passive entry mode. Replace with the same type of fob. A 2000 and up won't work. Ebay is a good source. I bought one for $35 a couple of years ago.
Have you tried new batteries? Also exercise the switch back and forth a dozen times and then leave it off. Sometimes the contacts get tarnished from lack of use and become erratic.

I'm thinking this is right. Since the '99s have the passive switch, I doubt the '00 will work.
