Yeh, it's not exactly "ram" air. Cold air, yes. And Vararam is the way to go. I got mine from LAPD - I think the only one they sell now is the VR-B2... A pain to install, but the GRIN factor is WAY up there!!
I would recommend the donaldson blackwing, which is about $230. This filter is very high quality and is a direct bolt on. Good improvement over stock. This is probably your best bet for everyday driving. If you drag race the car the vararam will yeild better performance gains, but the filter is cheap crap and should be replaced with something better such as a K&N air filter. Also, there was a case documented by A&A corvette about the vararam destroying an engine. Unless you really want to pull all of the gains out of your car go with a safer and comparable option such as the blackwing or haltech stinger.

When I put my Vararam in I had no confidence in the stock foam thingy they called an air-cleaner... I replaced it with a K&N and rtv'd the sucker in there.....
