Personally, I think the "sudden acceleration/exhibition of speed" thing is 
If you do not spin tires or break the speed limit, then there is nothing wrong. I could see getting a ticket for disturbing the peace if you had open headers or something, but the ricers get away with their annoyingly loud fart cannons all the time. The way I see it is that the average person can't measure acceleration in their cars(not in the 0-60 sense, but rather the ft/sec/sec version), so they should not put a limit on it beacause the charge is purely a judgement call on the LEO. So until my car comes with an accelerometer, the whole concept is
