I recently had a set of Borla cat backs and a magnaflow x-pipe installed on my 04 Vert and although I am pleased with the sound, I am still hearing the exhaust popping when decelerating. Can anyone tell me why and what needs to be done to eliminate it?
The popping is back pressure, even the stock systems do it. It's just more pronounced because of the easier airflow of the Borla's and the new X-pipe. The only thing that I can suggest (and I did alot of research on exhausts before I purchased a set) is to replace them.

I have Borlas on mine and get the popping on decel too. I like it though. I think I read that New Headers and High Flow Cats would definately get rid of it- but also make the overall sound louder. The popping was worse when they were brand new but seems to have lessened a bit as time goes on.

Headers will make it "worse" or louder. The more free flowing the exhaust, the more pronounced the popping and gurgling. It may be possible to lessen it via tuning the fuel cutoff, but I could be mistaken...
Usually exhaust popping is either from an exhaust leak, or it's from a over lean condition. With the Vettes, I would say it's a lean condition that is programmed in the fuel map to save fuel and cut down emmisions since it's OK to run lean on decel. A custom tune may solve the problem.

I have the same thing even though I did the x-pipe install. Its not so annoying that I can't live with it. Maybe the tune as mentioned above would help a bit.

Yes I can tell you what needs to be done to eliminate it.
Ditch the borlas and go with the magnaflow catback.
Mine does not do that on decelleration.
Its more of a low tone gurrgle and it sounds niceeee
