I did not know they had air bags in a 77. 
The later C5 have a switch in the glove box that needs the key to turn off the passenger air bag. The earlier C5 you can install a kit to shut it off. I am not sure of the years.

Yes, mid year 2000 and newer can be turned off.
2000 and older the switch has to be added.

The switch to turn off mine in this mid-year 2000 C5 is in the glove compartment and requires the ignition key to turn it off.
