Left side differential cover leak
Battery leak (Or worse, the lack of proper steps taken from a previously leaking battery)
Steering column lock (Note: If a CLB was installed, you're OK here.)
For pricing, you're on your own. I haven't kept up with the market.

I see them selling for low $20's on eBay with fairly low mileage. Super low mileage (like under 20k miles) might bring mid 20's ... but I suppose where you live may have a say in basic prices if you are looking locally. Remember (and please correct me if I'm wrong someone) that all the issues that LonestarFRC mentioned are for all '99 Corvettes not just FRC's. I don't think there are any FRC specific issues out there ... at least not any that I know of.
FRC's are sweet rides ... hope you find one you like.
To anyone:
How will I know if the column lock was fixed? Was there a recall? Will it show up on a car fax? What is CLB? On the diff., will it be noticable if there is a leak..(i don't know what to look for)

Im biased tho.
as far as the rear diff.. get on the ground in the back of the car and look if you see stuff dripping bad.. if the back of the diff is covered in black liquid bad... clmlock get the vin and call ANY chev dealer and they will be able to tell you if it had the recall done. The stock battery should of been replaced by now so prob dont have to worry about that as much.

White! Excellent choice!! It will be one of 311 in '99.
BTW, CLB is Column Lock Bypass. Even if the car has been taken to a dealer and had the "factory fix" for this, I strongly recommend installing a CLB. It eliminates the steering wheel from locking when exiting the vehicle, but also eliminates any column lock issues in the future, completely. There is a Tech Service Bulletin that addresses the leaking left side differential seal, but it is not a recall however. If there is no extended warranty on the car, then the fix is at your expense (probably in the $200-$400 range).
VirginiaFRC is right about these matters being general and not FRC specific. The only FRC specific issue I constantly find myself dealing with is people insisting it's a Z06.
