That's how mine are. Although it didn't start happening until about my second wash and only on the fronts. Hasn't happened on the backs yet but I am sure it is just a matter of time. Still look tons better than the stock ones that rust all over, especially the hats.
Mine are the same way. Rain brings out rust spots on the 'fire path.' I noticed what looks like a milky substance dribbled across the hats the second week I drove it to work during a rainy week. At first, I thought somebody was messing with me, but it turned out to be the zinc coating dribbling down from the fire path.
Not too terribly noticeable, except by me... and other **** enthusiasts...
When it comes time to replace the rotors, you may want to consider zinc coated. I have them on my '99 and never see any rust. There are several vendors on this forum that sell them. I purchased mine from Sportbrakes. Good luck with the new ride!
I bought the zinc coated slotted/cross drilled rotors from sportsbrakes so I don't have any rust issues but there was a lot of brake dust collecting in the slots and holes. It was pretty annoying because it took the bling out of the look. After breaking them in though, and removing the wheels to detail the rotors, they look much better. You could always paint your rotor hats with some high temp paint and that should help keep them looking good.
I was the first person to put the two piece eradispeed rotors on a C5 in the country, I have 55,000 miles on the fronts, and they look better than New...the rear two piece eradispeeds in the 14 inch size just came out about a year ago...
Here's my front after about 1k miles. Sorry for the bad photo, it does show the front rotor. No problems at all. Bought from sportbrakes. I think they use a brembo blank, cut and drill then zinc coat. If I'm not correct I'm sure someone will correct me.
