Mine will occasionally catch at that spot. Haven't figured out a way to prevent it yet.

Not sure if the "catch" is adjustable or not. If you are moving quickly, I've noticed it does lock up. You may want to post over in the tech section as well to see if it is adjustable.

Probaly not, my trailblazer does the same thing. I have to come to a full stop and gently pull the belt for some slack.

Are you talking about when you are coming to a stop and go to lean forward to look through the intersection? Because in that case it would be the forward momentum of the car causing the belts to lock up automatically assuming you were braking for an obstacle in front of the car.

Seriously, mine does that, too. Mostly when as stated by someone else, I might be braking, etc. Happens in the parking lot when I'm reaching for my wallet and such.
