It means"your having fun now". I think it cuts the fuel off to save the engine from over revving. I have "bounced" off of the rev limiter on a few occasions,I don't think it will cause any damage. Its doing what it is designed to do. Just like a circuit breaker or fuse will blow when too much amperage flows or a short is detected.

The limiter alternates the firing of the cylinders. This keeps the engine from reving faster. Just cutting the fuel alone causes the engine to backfire.
Don't worry too much about hitting the limiter... It is set well into a safe RPM range...

Are you asking what the car does when you hit the rev limiter or if it hurts the engine to hit the rev limiter?
A rev limiter can cut off fuel and/or spark to limit the revs of the engine. It doesn't hurt the engine to bounce it off the rev limiter. It hurts it to over-rev the engine and the rev limiter prevents it. It just feels like it hurts the car because the car stumbles and jerks when the fuel and spark are limited.
It seems as though some the newer cars are even getting worse with the car cutting out if you hit the rev limiter. I recently drove an '06 Infiniti G35x Sedan. I had it in manumatic mode and forgot about it. I bounced it off the rev limiter while passing someone and the car basically quit on me. Pretty scary when you're trying to get around someone.
