Default Stering column shut down

Help! Went to leave a parking lot today and the car stalled. You guessed it, The famous SERVICE STEERING COLUMN display.

The person that owned the car before me had the car in for the recall repair and even had the lock bar removed. The steering wheel turns all the time.
So why the code? Can I do anything to get the car to go more than 6 feet? I disconnected the battery for a half hour and it still didn't go.
Do I have to bring it to the dealer and get ripped off?

By the way ,it's an automatic.

Thanks ahead of time for any responses.

Not sure if you remove the Dealership's Harness K if it will be a fix for you, but worth a try. It takes very little time to take it back to factory and try it out. Below are a couple of links to help you find the thing. Just look for GM's Harness Kit plugged in were the CLB would go.
CLB install
On my car, the relay to GM's harness kit was zip tied to the left of the steering wheel around a metal brace. Just follow the wires.
