Everyone has a different approach but do not use any type of high-speed rotary device. You can wind up taking off too much metal.
Paint the whole rotor including the letters.
What I used and worked great was one of my wife's emery boards. It is the same principle as sand paper but is stiff so you can gently move it back and forth and wind up with a perfect job. I cut the board shorter then just used it like you would a sanding block.
