What should I get with $4G that would net me the best RWHP on a stock 2001 3:15 Z51 A4 (only mod is a Halltech Stinger). That amount would include all labor costs. (Thinking about LG LT, GHL quad Bullets (not for HP, but more for cooling the abs of steel version that Andy sells) and LS1 edit tune))
Andy is the primary tuner of choice....the only choice for me anyway.

Do you have 4 grand to spend in all or just on parts? If in all this is what you could get:
lt headers: $1300-$1700 (get the dynatechs to save cash over the LG system)
catback: $600 you could save costs by getting a used one on the forum
cam package: $750-1200
This gets you to about $3000 plus between $1000-1500 for a installation and a tune, will get you close to your budget. Depending on how radical of a cam you go with, your total tuned rwhp will be within 360-390rwhp and similar rwtq.

Send me the four thousand and i will send you pics of your new cam and headers in my vette. If not go with Kooks and cam. Got quoted four grand with dyno tune. And should gain around 50 hp

A SC from A&A is getting to be reasonable, for another grand you could get one of their P1SC set ups. That would pep up the vette a tiny bit.
