Default blinking lights

I have a 98 vert, and lately at night, I notice my headlights, and dash lights flickering or momentarily blinking. Is this what I think it is as the output from mthe alt reading on the DIC shows 13-14 for output so I may have alternator problems, or should I be looking else where ?
