I recently purchased a set of used Z06 wheels w/ new Dunlap tires from a guy on ebay, and paid for this purchase via paypal. To make a long story short, the guy still has the tires/wheels, and my money. He has also chosen to stop all communicatation with me. I am going to file a complaint through ebay & paypal, but I was wondering what other opitions do I have. Should I contact the District Attorneys Office representing his area? What would you guys do? Thanks,
I would start with filing a dispute through Paypal. File it as an "item not received" dispute. From there, Paypal will request proof of shipping (Tracking #, Delivery Confirmation #) from the seller. If he doesn't provide the requested info (within 5-7 days I believe), Paypal will refund your money.
Another option if you payed using your credit card through Paypal is to contact your CC company to dispute the charge. I would try the Paypal dispute first though.

I had a similar experience on ebay many years ago. Seems the seller not only ripped me off, but about 30 other people at the same time. Took all of our money and never shipped the items. I filed a claim with Ebay but they didn't do much about it.
The FBI has a link on their web site for internet crime. I contacted them and they gave me a case number. http://www.ic3.gov/
I also contacted all of the other people that were ripped off and gave them my case number which they referenced in their complaint to the FBI website.
Long story short, the FBI contacted the State Attorney Generals office in his state and actually started proceedings against him. He ended up paying us all back in full.
Believe it or not, this joker had the nerve to ask us all to remove our negative feedback from his account. Some people
if the guy can't prove he shipped it, you'll get your money back from paypal... similar thing happened with me a few years back - - - everything got resolved through paypal
also if you put the dispute in through paypal and the guy does not respond to paypal trying to get his response - you'll automatically win the case

Because after no contact in weeks, I got an email (after this post) that my wheels and tires are on their to me. Not getting my hopes up, though. Thanks again...this place is amazing!

Pay Pal does have a time limit to file a complaint. I would still contact them and at least they will demand shipping information from him. If you wait to give him time and he still does not ship them you could be out of luck.

Totally. He maybe trying to put you off till the time limit is up. Start proceedings right away. Good luck with it and keep us posted.
When you paid by Paypal, did you direct withdraw from your bank account or charge it to a credit card?
If direct withdrawal your recourse is through Paypal
If you charged to a credit card call them and dispute the transaction.
They will immediatley remove the amount from your account and start an investigation.... provided you can prove you have not received them ( you have kept attempted correspondence I hope)

I know because I bought wheels and tires via eBay from a guy who said the wheels where perfect and the tires had over 50% of tread left.
The wheels were all curbed , the best tire had 12% tread life remaining...
Paypal was very slow to respond so I gave up on them and called the credit card company.....
IMHO the CC company is the best route
The Big Brown Truck delivered my tires and wheels today. I will mount them this weekend and post some pic's. Thanks to everyone who offered their advise.
Glad to see that you received the wheels and tires. I would suggest that you still file a complaint with the Office of Consumer Affairs located in Richmond. This will provide some background info for this office to use should someone else in Virginia have problems with this seller. I have used this office and was very satisfied with the results provided from them.
