I don't think your fan comes on before 225-230 degrees. I would be more aware of my oil temp than my water temp. I would be nervous if my oil got above 250-260 for any length of time.

Around town, 218-222 depending on stop/go/stopped.
198 highway, will jump quickly to 205/208 coming off the ramp and stopping/starting, or if highway comes to a stop. I will usually turn on the a/c to keep it from jumping much past that. Cools 'er right back down to 198/199.
Oil temps are the ones to watch---anything up in the 230's is a bit concerning. 250's are sure trouble ahead. On new oil, I'm a solid 203/205 after a highway jaunt, no matter what driving follows. On old oil, 210/212.

Normal in traffic. Low speed on your fans kicks in at 226 and off at 219. High speed comes on at 235 and off at 226. They will turn off once you reach 35mph. Turning your a/c on high will runs fans on high dropping your temps.
