Missouri requires a front plate, but I have never used one and have never been pulled over (knocks on wood). Not sure about the windshield thing, but I think I would prefer to run a front plate over that option.
Yes, it is required to be mounted on front bumper. Only exception is if you had an accident and you had no place to mount it. I do not put it on my car and take a chance. I cannot stand to deface this beautiful machine.
How about this approach. Keep the front plate behind the passenger seat, reachable if you get pulled over. Grab it and put it on your dash and tell the cop you're waiting for the front plate mounting hardware which is on order.
Or put it on behind the front cover, and velcro the cover in place. When pulled over use the "oops, I had it on for a car show" excuse (granted, most car shows are over in the north, but worth a shot.)
That is my approach saying I'm waiting for the frame. Since I have my FRC for a little over a month maybe it will work. I went Plateless on my '86 for 4 years, got a ticket by a Meter Maidman last March while parked.
I guess I better think up a new story soon, no ones gonna believe this much time for the part.
Most Vettes here on Long Island don't have front plates. Captree Park on Sundays has a hundred or so showing up maybe 15 with plates.

I have asked two N.J. police officers this question. They both said that the law is somewhat cloudy and you are at the mercy of the officer that pulls you over. Some don't really care and will just point out that you should have the plate while others will ticket you. I go to a local park in the summer and there is always a speed trap in the park (@%MPH). On two occassions, I got pulled over for not having a plate. First time, LEO said put the plate on when you get home. Second time, got a written warning. In the Spring, I am going to put the plate in the windshield when I enter the park and see what happens.
Soooo happy to finally live in a state where they are not required, but when I lived in Washington, I had it fixed to my passenger visor with my sunglass holder. Whenever I was near officer friendly, I just flipped the visor down. Never had a problem.......prolly just lucky
Do you want that piece of metal flying around the interior in the event of (God forbid) an accident or sudden acceleration? I know I wouldn't want it in front of my face on the dash.

I'm in NY and had C4 and now a C5, never been hassled. They ride 2 LEOS in a car here and I would have to think that if I was pulled over for that horrendous crime, that they have to much time on their hands.

Pulled my front tag off yesterday to do this very thing. Only works with cops that dont have a c5 though. I wouldn't put it on the dash in case of an accident.

I tie strapped mine under the bumper as soon as I bought the car. Two big tie straps though the plate and around the black airdam. 2 years, 21K miles and no problems. The Vette guys that have seen it think it looks good but think I'm asking for trouble.
Here on the west coast, our vehicle code states that if two plates are issued by the DMV, then both plates have to be attached to the vehicle. One on the front of the vehicle and one on the rear of the vehicle. They must be clearly visible and clearly legible. They must be firmly attached to the vehicle so that they will not swing. The cannot be less than 12 inches above the ground and not over 60 inches above the ground. They do not need to be attached to the vehicles bumpers.
