If it truely is mint and that clean, I would consider it.
Be sure to do a CARFAX on it to get some history. Some repair shops do great work and it can be really hard to tell sometimes.. See if anyone here on the forum is local to you to get a second opinion. It's easy to get "starrey eyed"
when you see a beautiful vette. 
BTW..Torch Red, though common is an excellent choice!

I would pass, too high. If it is fully loaded with a 6 speed, both tops, etc and he is willing to work with you it could be an ok price
