short answer YES! Get the CLB installed if you had the recall done. All the recall on the MN6 does is tell your computer to shut the fuel off when the column locks notice how i said WHEN and not IF
take it from me, who had the recall done, then bought the CLB and let it sit in the glove box for 2 months,,,then my column locks anyway!!....been there, done that, got the T-shirt and own the store!!
The service records for my '01 MN6 show the previous owner had the service recall done twice.
Within a week of ownership I had the column lock. I was able to free it and then installed the CLB from corvettes of Houston
It has been problem free since then

3 years ago they serviced my 99 MN6 for the column lock. I got another recall notice some time ago. Then last weekend I got the Service Coulmn Lock medssage but shutting it off and putting the key back in unlocked it. I'm ordering the CLB tomorrow. Cant take any chances. No sense in letting the dealer flash my PCM because of the LPE mod and especially since the fix really isnt a fix.
