Which do you enjoy most... driving your car or looking at it (and accepting compliments on it)? Answer that and you have the answer to your question.
I lean towards mods that I see/hear/feel while driving.

Wheels first and then exhaust, wheels get the most positive comments unless you have a FI system like I do and then the whole car is a statement

Stock C5 wheels are great! Just lower it all the way down on stock bolts, paint your calipers and get a set of Borla Stingers.
