What year is it and is it a A4 or 6sp.
Plus go to your local dealer and then can tell you if the recall has been done

Go outside and give the wheel a turn. If it's not locked, you have a successful CLB install.

Its an 01 6spd. So if the wheel turns when the car is off it has a clb. If not it needs one?

On my 99 6 sp I had to give the wheel a few strong back and forth tugs to get the lock to engage. I suggest you do that.
If it does not lock you likely have the clb installed. After I installed my CLB it does not lock at all.

Definitely. Do a search for "column lock" and you will read all about the problems of not having it. Just do it!

I'm not debating weather I should do it or not. I don't want to do it if its already been done.

So....does your wheel turn with the ignition off?

Assuming an MN6 and no error messages,
if your steering wheel turns while the ignition key is removed, you can conclude that you have
either a CLB or a K Harness
AND your column lock motor is disconnected
OR the locking ring has been replaced.
The best way to determine what you actually have is to remove the knee bolster under the steering column and inspect the ECL wiring harness. PM me if you need help.
