[Z06] Draw-tite hitch install

Draw-tite hitch install
I'm installing the hitch on my 04 Z06 and haveing issues with the delivered carriage bolt and plates. Direction state that they should go in from the bottom in the existing holes with no modifcation mentioned.
Did anyone have an issue getting these in?
What did you do to fix the problem?

I deviated from the directions in that I didn't cut my bumper tabs off, I just enlarged the holes.
For the rear plates/bolts I used a piece of good fishing line to stick the bolt and plate up in there then pull the bolt back down through. The fishing line prevents loosing it up in the frame.
