How necessary are the frame savers for the car if your lowering your car on stock bolts with no bushing cutting. I was going to get the rocker rails because they seem to be out of sight but the frame savers look like you may see them on the front of the car. any opinions or experience.

I never notice mine -- I have a black car, and rattle-canned my frame savers black. My car isn't lowered (yet ), but every once in a while I touch the savers down.
You won't see them unless you lay on your belly looking under the front of the car, or are specifically looking for them.
Only you can determine how necessary they are.
If you find you are scraping the skidrails even occasionally, definitely add them. Those rails (actually the radiator support structure) aren't that easy to replace, and you'd be wise to protect them.
Mine is lowered way beyond stock adjustment, and I don't have the framesavers...I had bought them, but sold them later because I never had any problems with scraping the rails. If I did, they'd be on my car.
Your experiences and driving terrain might differ though.
so your lowered beyond stock and you dont use them. Hmmm that makes me think I probably wont need them if im not lowering beyond stock. What about the front spoiler? Just fades away in time to proper height?
