I'm looking over all the information being sent my way and it is really appreciated. I haven't looked over everything yet, but is there any specific thing(s) that if I find in a C5 that I should just automatically go running for the hills?

Welcome to the forum and good luck in your search for that perfect C5 for you. For the column lock, if you can turn the wheel without the key in the ignition, the car has had some level of CLB installed either from the dealer or via a third party device. As to the battery, I'm not sure you could tell unless the damage was substantial.
Take a look at the options list in the drivers side rear compartment (97's and '98's) or in the glove box ('99-'04) for the RPO codes and you can compare it to a list like this one (from '99)

Also, if the owner will let you. Have a look at the codes that are displayed on the DIC (drivers information center) display. You can get at them using this procedure:
