Just read the general faq on it, sounds like it could be a ground or maybe the motor burned up. What is the first thing i should do? The headlight has always acted sketchy, sometimes it would go up for a good 2 weeks, and then fail for a few days, then be back to normal. Sounds like a ground?
My bet is the infamous striped gear in the motor. Do you hear the motor running but the light just doesn't come up? If so you've no doubt got a stripped gear. Easy fix with metal gear. I'm at work and don't have the link but I'm sure someone will post a link to Rodney's site.

Eddie is probably right - could be the gears if you hear the motor running and nothing is happening. Check out this thread that's a sticky at the top of the page. There is a detailed section on this topic within the first page of the thread.....
But if you don't hear the motor running, check the connections. There is a gray connector that sits on top of the inner fender behind the headlight. You might pull it apart and make sure it's not corroded, and then make sure that it is reconnected good and tight.
There is also an actuator mounted to the headlight bucket (under the headlight) on the passenger side. Make sure those connectors are clean and tight as well. You'll probably have to remove the black bezel around the headlight with it up (you'll have to crank it up manually with the hood open) to remove the bezel, then you'll see a box attached to the mounting points of the headlight bucket underneath.
Personally - I think this is your issue....the actuator connections.
