I'm 2nd owner of a 99' with auto. Steering wheel turns freely without the key in the ignition. So am I right to assume that the bypass has been completed?
If so, then I'll pass on the recall and leave it as is...
If you have an auto and the wheel turns freely without the key in the igniton, then either you have a CLB installed or you have had the locking plate removed.

You can also check with a dealer and see if any column lock recall work has been performed on the car.
Just because you can turn your wheel with no key in the ignition does not mean you have CLB installed. LISTEN for the actuator. Turn the key on. Do you hear a motor run in the steering column? If not you probably have a CLB installed. If you can hear the motor, then the locking plate has been removed, per a recall, and you do NOT have a clb installed.
