With the hood open, use the manual controls to raise the headlights (you'll have to remove a rubber cover and turn it for ~30 seconds for each light). Then, remove the 3 (?) screws that secure the black plastic cover that goes around each headlight. Gently remove the cover.
If your hands aren't too large, you should now be able to reach through the opening by the headlight and remove the connector from the back of the fog light. Now give the bulb a 1/4 turn to remove.
I had to temporarily take out the fog lights when I installed my WCC cold air screens. You can do it just by reaching in under the hood if unless you have linebacker type arms. The way I recall, it is only a few screws. They rest in the car via a lip on the top. So you can put them in, pull your arm out to grab the screws and then put them in. I don't recall having any trouble with the wiring either.
