I wouldn't think so unless it was painted by a PO and/or exposed to extraordinary heat and/or treated with a vinyl "preservative" product that actually damaged the finish.

I'm pretty sure that all these black pieces in the interior are surface colored with a water based polymer colorant. Just like the leather. The good news is that it can be easily restored once it is prepped.
This is a fairly common problem. I had to repaint my trim piece after 4 years. On some cars, the rubbery top coat starts to peel if your leg contacts it for any extended period of time. Cost me $20 for black spray paint and clearcoat. Good luck....
Is it common for the center section of the dash next to your right knee to peel like a sunburn ?(guess I can't pop in a pic)
Oh crap. I ran into this twice on my 2001 silverado (dash bezel). Had it replaced and the same thing happened on the next one. I resigned to think that whoever supplies GM's interior plastics must not be not using a quality adhesion promotor on the plastic pieces before they're sprayed or the paint itself is not up to par. May want to have your dealor run a thorough check for bulletin(s) - including silverado pickups (at least back to 2001), because this looks like the same issue.

i've got peelage too. what was your prep-proceedure before you repainted it?

I've heard of it happening to other forum members, but that's been a while back. Sounds like a good time to do some custom painting of the center console.
I have the same thing, but not as radical.
There used to be a spray that refinished it with same texture and no matter what the color it would not bleed through. Friend with a Jeep Cherokee that had a busted plastic panel and the deal did not have one of the same color in stock so they sprayed a different colored one with his color and you could not ell the difference. Was just as good as the colored panel.
Is there a vinyl spray that could be used?
I tried sanding the wear to a feather edge in order to refinish but wound up rubbing it all off. I then used adhesion promoter and flexible
bumper coating found at all the chain auto stores in spray cans. Lay it on in multiple coats (3) max allowing to dry in between.Make the last one a light coat and not to wet. It will dry to a finish equal to what was on there.I did mine six months ago and it looks fine.Sure beats buying a new one at 160.00. By the way I drive 150 mi a day so it gets alot of leg rub and it has not shown any failure .
