I am thinking about buying a 2000 vette but I just found out that it has 2 very tiny chips in the windshield. Should I let this hinder the deal?

i'de repair them b4 i'de replace the windshield, as long as they are not spidered to far. i wouldn't scrap the deal over it if it is a deal. just my.02

It would not be a deal killer for me either. With full summer here I would get them repaired immediately.
I would get an estimate and then present that to the owner to either get it fixed or reduce the price accordingly so that you can get the windshield fixed. Make sure everything else is ok, too.

If they are just chips, a auto glass shop should be able to repair them at little to no cost to the current owner. Many insurance companies waive the deductible for such repairs. Tell them you'll take the car if they get it fixed. If that is a sticking point with the current owner, don't know that it would be a deal breaker if I were buying the car.
