A month ago my passenger side headlamp on my 2001 C5 started to not open intermittently. Yesterday the driver side wouldn't open and the passenger side would, even at the mid-stalk position. When it closed it gave a grinding plastic gear sound. Is it possible that both motors are bad at the same time? Or is there perhaps a relay type device between the stalk and the headlamps? If both are indeed bad, what it the best and most cost effective resolution?

I assume that you read the first page on the sticky located at the top of C5 Gen, right?
If this is the first time it has happened, you have just stripped one side of the plastic gear. Instead of taking it all apart, you can unbolt the arm at the moter an then turn the **** on the end of the motor untill the shaft has rotated 180 degrees. Then bolt the arm back on. You have now moved the bad spot on the gear to the other side where it will not be used and you will be good to go for awhile and did not have to break the motor apart. If it happens again, you are stuck and will have to break the motor apart and replace the gear. This is a no cost fix that will work the first time you have this problem.
